The Centre for Research and Technology Hellas (CERTH), founded in March 2000, is one of Greece’s leading research centers, dedicated to innovative research for societal benefit. It operates under the supervision of the General Secretariat for Research and Innovation (GSRI) of the Greek Ministry of Development. CERTH focuses on key areas such as clean energy, AI, robotics, smart cities, precision medicine, and the circular economy. It consists of five institutes, including the Information Technologies Institute (ITI). 

The Information Technologies Institute (ITI) was established in 1998 as a non-profit organization and became a founding member of CERTH in 2000. Based in Thessaloniki, ITI is a leading research institute in information technologies. The institute’s director is Dr. Ioannis Kompatsiaris. 

One of ITI’s research units is the Visual Computing Lab (VCL), founded in 2008. VCL specializes in developing innovative algorithms and architectures for 3D/4D information processing, image & video processing, computer vision, pattern recognition, bioinformatics, and medical imaging. The lab is led by Dr. Petros Daras.

In the ISABEL project, CERTH is the Project Coordinator (WP1) and a key technical partner, leading WP5 on data analysis and visualization and WP8 on ethics compliance. It is responsible for designing and implementing SNAP (Smart oNe-stop digitAl data shoP), a comprehensive data repository for JCD analysis, developing the ISABEL system architecture, web crawlers, and AI-driven policy tools, including the Digital Policy Writer Assistant. CERTH also oversees the ISABEL Platform and the SSH–AI co-creation lessons learned.
